GTA 4 Complete collection includes the two episodes "Lost %26amp; Damned" and "Ballad of Gay Tony", which are not connected with the campaign of GTA 4 at all (I mean, they happen in the same city and involve the same characters, but not your save game or campaign progress). These episodes are stand alone campaigns, about 10 hours each, that have protagonists other than Niko. They use a different save game and you start them through the GTA 4 main menu. If you are only interested in Niko's story/campaign and roaming the city, you don't need the complete edition (although "Ballad of Gay Tony" does add some vehicles and items to multiplayer). You may want to consider the Complete Edition, though, because both episodes were great and the price difference at this point should be minimal. What's the d diffrence between Gta 4 and Gta 4 complete edition?
In the complete edition you get both GTA 4 and Episodes from Liberty City. (GTA4,Lost And Damned, Ballad of gay tony)
You can also just buy GTA 4 and download Ballad Of Gay Tony, and Lost and damned later.
I would buy the complete edition since you get more for your money.
You can freeroam all the time as long as you are not doing missions. It's not like Mafia 2.
